Overview

In the interest of service, and in view of the Philippine Commission on Women (PCW) Memorandum Circular 2011-11 on the “Guidelines for the Creation, Strengthening and Institutionalization of the Gender and Development (GAD) Focal Point System” to serve as a mechanism in catalyzing and accelerating gender mainstreaming in government agencies towards the promotion of women’s human rights and elimination of gender discrimination in their systems, structures, policies, programs, processes, and procedures, the ILS Gender and Development (GAD) Committee is hereby reconstituted as follows:

I. Composition of the ILS GAD Committee. The Committee shall be composed of the following personnel:  

  1. Chairperson: Franchesca Rose S. Castillo, WWRD
  2. Vice Chairperson: Athena Mari E. Son, ERD
  3. Member: Levie F. Mariano, OED
  4. Member: Chelsea Nicole P. Pineda, ERD
  5. Member: Diether B. Navarosa, WWRD
  6. Member: Tranquilina L. Fallera, FAD
  7. Member: Caryl Jannie C. Lazo, FAD

II. Duties and Functions of the Committee. The Committee shall have the following duties and functions:  

  1. Facilitate the implementation of the ILS GAD mainstreaming efforts in its research and advocacy functions; 
  2. Formulate the ILS GAD Plan in response to the gender gaps and issues faced by the employees, following the conduct of a gender audit, gender analysis, and/or review of sex-disaggregated data; 
  3. Collaborate with the ILS divisions/units to assess training needs and capacity development requirements of ILS personnel on how to mainstream GAD issues, indicators, and recommendations in policy research and advocacy initiatives. In this regard, the GAD Committee shall specifically work with the Human Resource Management Officer on the development and implementation of an appropriate capacity development program on gender equality for its employees; 
  4. Lead the conduct of advocacy activities and the development of information, education and communication (IEC) materials to ensure critical support of ILS officials and staff to the activities of the GAD Committee; 
  5. Monitor the implementation of the ILS GAD Plan and suggest measures to improve implementation;
  6. Prepare and consolidate ILS GAD accomplishment reports; 
  7. Provide regular updates and recommendations to the Executive Director on the activities of the GAD Committee and progress of ILS mainstreaming activities based on the feedback and reports of the various divisions/units of the ILS; 
  8. Coordination with other agencies of the DOLE on GAD-related matters; and 
  9. Perform other work as may be deemed necessary by the Executive Director
