One (1) Chief Labor and Employment Officer
Item Nos. ILSB-CLEO-3-1998
Salary Grade: 24
Basic Salary: ₱88,410.00 + PERA: ₱2,000.00 + RATA: ₱10,000.00

Qualifications:

  • Education – Master’s Degree preferably in social sciences, economics, development studies, communications, industrial relations, and other related courses or Certificate in Leadership and Management from the Civil Service Commission (CSC)
  • Experience – Four (4) years of supervisory/management experience
  • Training – Forty (40) hours of supervisory/management learning and development intervention
  • Career Service Eligibility – Professional  

General Duties:

The Chief LEO plans and manages the Division’s programs, projects and systems relating to the promotion of decent work.

Competencies:

  • Leadership and Management: Creates a culture where teamwork and interdependence is nurtured by facilitating collaboration across organizations;
  • Strategic Planning: Facilitates the conduct of strategic planning for a project/program, does stakeholder analysis as basis for developing a strategic plan;
  • Labor Policy Research: Leads and nurtures researchers in their research field and advocates research findings to stakeholders;
  • Project Management: Ensures the accomplishment of research project and recommends contingency plans when research implementation is experiencing difficulties;
  • Networking and Partnership Building: Builds broad partnerships and collaboration outside ILS;
  • Public Communication: Communicates to stakeholders and partners through technical assistance/ consultation.


One (1) Supervising Admin Officer

Salary Grade: 22
Basic Salary: ₱69,963.00 + PERA: ₱2,000.00

Qualifications:

  • Education – Bachelor’s Degree preferably in public administration, social sciences, development studies, industrial relations, and other related courses
  • Experience – Three (3) years of relevant experience in general administrative services relative to human resource management, procurement, records, and finance.
  • Training – Sixteen (16) hours of relevant trainings
  • Career Service Eligibility – Professional  

General Duties:

The Supervising AO assists the Chief AO in planning and managing general administrative services pertaining to human resource management, procurement, records, and finance matters, and does related work.

Competencies:

  • Leadership and Management: Builds unity and purpose among individuals with seemingly disparate views, concerns, and aspirations, creates team cohesion, and improves individual and team performance;
  • Strategic Planning: Applies planning techniques before actual implementation of project/program, and designs complete project/program plan or proposal taking into consideration the situation of the organization and limited resources;
  • Monitoring and Evaluation: Develops and evaluates M&E schemes for projects, activities and programs;
  • General Administration: Develops strategic approaches in human resource management, property, and records management;
  • Finance: Develops strategic approaches for budgeting, accounting and cash management.


One (1) Labor and Employment Officer II (Creative Arts Specialist) Republication

Salary Grade: 13
Basic Salary: ₱29,798.00 + PERA: ₱2,000.00

Qualifications:

  • Education – Bachelor’s Degree preferably in advertising, design, marketing, multimedia, and other related courses
  • Experience – One (1) year of relevant experience in graphic design, layout, and multimedia operations
  • Training – Four (4) hours of relevant training
  • Career Service Eligibility – Professional  

General Duties:

The LEO II (Creative Arts Specialist) creates design requirements for all ILS working papers, advocacies, and communications and promotional platforms, provides photo/video documentation, and does related work.

Competencies:

  • Labor Policy Research: Provides support services in the conduct of research study;
  • Information and Publication: Creatively communicates and effectively implements various ILS advocacies, information and marketing campaigns;
  • Graphic design and layout: Creates and designs advocacy materials for various platforms to promote ILS research advocacies, programs, and services, is proficient in Adobe editing softwares Adobe Creative Suite (Photoshop, Illustrator, InDesign, Premiere).


One (1) Administrative Assistant III (Bookkeeper) Republication

Salary Grade: 9
Basic Salary: ₱20,402.00 + PERA: ₱2,000.00

Qualifications:

  • Education – Completion of 2 years of studies in college, preferably in accounting or graduate of 2-year course relevant to the job
  • Experience – One (1) year of accounting/bookkeeping experience preferably in government
  • Training – Four (4) hours of relevant training
  • Career Service Eligibility – Sub-Professional  

General Duties:

The Administrative Assistant III assists the Accountant in analyzing and reviewing financial data and other accounting reports before consolidation and doing related work.

Competencies:

  • Accounting: Delivers bookkeeping and accounting functions;
  • Budgeting: Provides logistical assistance in budget preparations;
  • Records management: Maintains filing system on finance matters.


One (1) Administrative Aide VI (Clerk III)

Salary Grade: 6
Basic Salary: ₱16,877.00 + PERA: ₱2,000.00

Qualifications:

  • Education – Completion of 2 years of studies
  • Experience – None
  • Training – None
  • Career Service Eligibility – Sub-Professional  

General Duties:

The Administrative Aide VI performs highly skilled and responsive clerical work and does related work.

Competencies:

  • Administrative logistics: Provides general administrative support and secretariat services in the conduct or implementation of programs, activities and projects;
  • Database Management: Maintains a master list of information in a system; and
  • Records Management: Maintains and updates files in a system.
