This research aimed to understand the legality, practicality, and necessity of the five percent back wage tax claimed by the Bureau of Internal Revenue (BIR) in labor dispute awards. It is an offshoot of a roundtable discussion proceeding conducted by the Institute for Labor Studies (ILS), the research and advocacy arm of the Department of Labor and Employment (DOLE), on 27 September 2013. The research applied the mixed model approach—a combination of qualitative and quantitative techniques—in analyzing data. Specifically, the research used semi-structured interviews, content analysis through summarizing and categorization, and cost benefit analysis.

The stiff competition in the economy prompts firms to formulate cost-reduction measures for them to stay with the competition in the market. Currently,cost-reduction or minimization becomes the main artillery of firms in the market wars.Cost-reduction defines as“the reduction of firm’s expenditure on variable inputs such as raw materials, tools and equipment, and manpower” (Investopedia.com, 2014). Amongthe inputs, manpower is the most vulnerable part of a business because they are easily replaceable, especially if a surplus of workers exists in the labor market. Hence, manpower becomes the priority of firms in their cost-reduction measures.In order to decrease labor costs, firms resort to labor contracting or subcontracting.

This working paper serves as an input to the Regulatory Impact Statement on Employment Insurance being prepared by the Department of Labor and Employment. It presents several options on introducing employment insurance in the Philippines. It uses previous studies on the topic, as well as country experiences in the implementation of an employment insurance scheme. This paper also illustrates the costs and benefits of the options, thus providing stakeholders and policymakers the opportunity to gauge which among the options would be most feasible for the Philippines.

The paper seeks to assess the economic impact of holidays. Its main findings are derived from an industry impact analysis conducted to present the macroeconomic and microeconomic impacts of the current number of holidays in the Philippines. It focuses on assessing the effect of holidays to small and medium enterprises (SMEs), business process outsourcing (BPO), and wage and salaried workers in the private sector. This paper explores the possibility of reducing or increasing the current number of holidays in the Philippines by crafting three policy options as well as providing recommendations in order to fill the existing policy and knowledge gaps on the stakeholders’ understanding of holiday regulation.

This paper examines the readiness of the Philippines in terms of worker mobility and free flow of services and skilled labor within the Association of Southeast Asian Nations (ASEAN). This paper aims to assist the Department of Labor and Employment (DOLE) in developing and framing the DOLE Roadmap to managing the policy transition toward integration of ASEAN economies in 2015 particularly on areas that affect worker mobility. This paper likewise focuses on the possible gains and opportunities and potential risks and losses from the implementation of the ASEAN integration. Moreover, this paper seeks to put forward key principles and policy actions to facilitate the country’s transition to an integrated ASEAN community come 2015.
