Description:

The Round Table Discussion and Writeshop on the Rapid Assessment of Program Implementation in Selected DOLE Regional Offices aims to: (1) present the initial results of the rapid assessment to the program managers; and (2) conduct a writeshop to validate and solicit recommendations from the program managers.

The result of the rapid assessment was presented to the program managers in order to inform them of the issues of their respective programs and present recommendations for its efficient implementation. The result of the study shows that the programs with major implementation issues are: (1) Special Program for the Employment of Students (SPES); (2) DOLE Integrated Livelihood and Emergency Employment Programs (DILEEP); (3) Labor Laws Compliance System (LLCS); (4) Labor and Employment Education Services (LEES); and (5) Single Entry Approach Program (SEnA).

The main factors that hindered the implementation of these programs are categorized as: (1) Convergence / partnership with other agencies, whether DOLE or non-DOLE partners; (2) requirements to avail the program; (3) budget; (4) policy / guidelines; and (5) program design / process flow.
