This working paper presents the Institute for Labor Studies’ (ILS) proposed methodology for systematically integrating activities of the Department of Labor and Employment (DOLE) in its Special Assessment Visit of Establishment (SAVE). The major impetus for the writing of this paper is the issuance of DOLE Administrative Order (A.O.) No. 486, series of 2016, signed by Labor Secretary Silvestre H. Bello III on September 19, 2016, which constitutes the DOLE SAVE team and which specifically states, among others, that ILS “shall formulate a research framework for the conduct of SAVE... consolidate, in coordination with the Bureau of Working Conditions (BWC), the reports of the other [DOLE agencies involved in the SAVE]… [and] submit a Comprehensive Terminal Report to the undersigned [Secretary] after the termination of all assessment activities.”

This paper supports the abovementioned Administrative Order by presenting a methodology that incorporates a research frame in the current implementation of SAVE as well as by discussing some practical aspects and challenges for implementing it. In proposing this methodology, we have in mind one of the key outputs of SAVE, which is to provide the Labor Secretary concrete and evidence-based policy recommendations for the improvement of labor laws compliance system and the general welfare of the Filipino workers.
