National authorities and industry players are compelled to reassess policies and practices in response
to the new comprehensive regulatory regime that the Maritime Labour Convention, 2006 has created. An area
for assessment is the oil and gas offshore sector and the applicability of Convention provisions to offshore
support or similar vessels and offshore workers.
To provide evidence and basis to inform the Department of
Labor and Employment and social partners on the policy measures needed to ensure the protection of Filipino
offshore workers, the study reviews the policies and practices on employment and working conditions.
