The University of the Philippines School of Labor and Industrial Relations (UP-SOLAIR) and the Institute for Labor Studies (ILS) are teaming up for its first academe-government research collaboration on regulatory reforms on security of tenure.

On 11 September 2013 the ILS and UP-SOLAIR will be holding the “Roundtable Discussion on Instituting Reforms in the Labor Code to secure Employment Tenure” to be held at the Isabelo De Los Reyes Auditorium, Bonifacio Hall of the UP School of Labor and Industrial Relations.

“We welcome this opportunity to work with UP-SOLAIR on tackling this long-debated issue on security of tenure. This roundtable discussion is the perfect opportunity for all to discuss regulatory reforms necessary on security of tenure,” said Executive Director Cynthia R. Cruz of the Institute for Labor Studies.

In the recent Global Competitiveness Report 2012-2013, the Philippines improved in its global ranking from 75 of last year to now 65 with improved ratings on cooperation in labor-employer relations. In spite of this progress, it was noted that restrictive labor regulations are still among the most problematic factors for doing business.

“As we move towards further strengthening the business climate and improving the competitiveness of the country’s economy, we need to be able to address the existing labor regulatory barriers to consistently implement responsible regulations for the protection and benefit of the relevant stakeholders in the labor market,” said Cruz.

Invited to speak at the forum are resource persons on security of tenure led by Dr. Kelly S. Bird of the Asian Development Bank, Atty. Vicente Leogardo Jr of the Employers Confederation of the Philippines, Mr. Isidro Antonio C. Asper of the Federation of free Workers, Dean Jonathan Sale of the UP-SOLAIR. The forum will be moderated by Dean Rene E. Ofreneo.

“At this forum, in coming up with responsible regulations relating to security of tenure, we want to find out the current practices, the existing issues, concerns and challenges in employment tenure. We hope through this forum we can determine the prospects and policy options in the effort to address labor policy issues on hiring and firing practices and redundancy costs,” said Cruz.

The U.P. School of Labor and Industrial Relations (SOLAIR) was founded in 1954. It is the country's lead educational institution in the field of industrial relations and human resource development. It provides industrial relations/human resource instruction, research and extension services that promote the general empowerment of the major Philippine Industrial Relations Actors of work and work relations.

The roundtable discussions draw the varying perspectives of the stakeholders on regulatory reforms particularly in labor relations and security of tenure. Results of this paper will form part of the ILS policy recommendations on the draft New Labor Code.
