Manila, PH – The employees of the Institute for Labor Studies (ILS) attended a two-day training on RA 9184 and its 2016 Implementing Rules and Regulations (IRR). The two-day event was held last March 16-17 at the ILS iLearn Conference Room of the Institute, DOLE Intramuros, Manila.

RA 9184, otherwise known as the “Government Procurement Reform Act,” was enacted by former President Gloria-Macapagal-Arroyo for the purpose of prescribing the necessary rules and regulations for the modernization, standardization, and regulation of the procurement activities of the Government of the Philippines.

Day 1 of the learning session was led by Engr. Maria Cecilia G. Alonzo, State Auditor V from the Region IV-A office of the Commission on Audit. Engr. Alonzo discussed the overview of the revised Implementing Rules and Regulations (IRR) of RA 9184. She also highlighted key features of Standardized Bidding Procedures for Good and Infrastructure Projects and requirements for Philippine Bidding Documents for the Procurement of Goods and Infrastructure Projects. Day 2 was helmed by Ms. Ruth Formaleno-Romano from the Procurement Management Service of the Department of Education. Ms. Formaleno-Romano talked about the Standardized Bidding Procedures for Consulting Services and the Alternative Methods of Procurement.

Engr. Alonzo and Ms. Romano emphasized the policy of the Philippine Government that procurement of infrastructure projects, goods and consulting services should go through public bidding, except as otherwise provided in the IRR
