The Institute for Labor Studies has set to work on producing legislative analytics on the DOLE Priority Legislative Agenda as part of its mandate to provide efficient and effective research support to the Department.

In line with the reconstitution of the DOLE Technical Committee on Legislative Matters (TCLM), the said legislative analytics will cover the following fifteen priority bills pending legislation: “Telecommuting and other Flexible Work Arrangements;” Elimination of the Worst Forms of Child Labor & Affording Stronger Protection for the Working Child;” “Expanded Maternity Leave Bill;” “Apprenticeship Bill;” “Unemployment Insurance Bill;” “Union Registration Bill;” “Strengthening Occupational Safety and Health Standards;” “Magna Carta for Seafarers;” “Labor Laws Compliance System;” Assumption of Jurisdiction;” “ Strengthening of the Balik-Scientist Program;” “National Labor Relations Commission (NLRC) Bill;” “Philippine Qualifications Framework;” “Strengthening Workers’ Rights to Security of Tenure;” “ Productivity Incentive/Gain-Sharing;” and “Magna Carta for Workers in the Informal Economy.”

DOLE TCLM agency members that will participate in the consultation include the Bureau of Labor Relations (BLR), Bureau of Workers with Special Concerns (BWSC), Bureau of Working Conditions (BWC), Bureau of Local Employment (BLE), National Wages and Productivity Commission (NWPC), Professional Regulation Commission (PRC), Employees’ Compensation Commission (ECC) and National Labor Relations Commission (NLRC).

The DOLE TCLM was created on September 16, 1988 by virtue of Administrative Order No. 134 signed by then DOLE Secretary Franklin Drilon. The said order delegated its technical secretariat functions to the ILS which was primarily tasked with the review of legislative proposal from various agencies of the DOLE, provide the necessary recommendations, comments and draft the DOLE position on these proposals.

One of the Institute's notable contributions was spearheading the Technical Working Group which created the Implementing Rules and Regulations (IRR) for Republic Act 8042, otherwise known as the Migrant Workers and Overseas Filipinos Act of 1995.
