The Institute for Labor Studies (ILS) participated in a research validation activity led by the Development Academy of the Philippines (DAP) Center of Excellence on Public Sector Productivity on January 15, at the DAP Conference Room in Ortigas, Pasig City.
The session evaluated DAP’s proposed framework to standardize productivity measurement across all public sector institutions. During the validation, ILS represented by Senior Labor and Employment Officers Athena Mari E Son and Joe Mari S. Francisco with the Department of Labor and Employment (DOLE) Financial Management Service, provided feedback on the Index-based Productivity Measure (IPM) framework's analysis of DOLE programs and identified opportunities for broader application across government agencies.
The Institute committed to sharing research papers on the JobStart program, the Special Program for Employment of Students, and the Labor Inspection Policy to strengthen the framework's qualitative aspects.
The session concluded with a hands-on workshop where participants learned to calculate productivity indices, utilize measurement tools, and apply evidence-based decision-making techniques specific to public sector performance evaluation.
