The Institute for Labor Studies is named a core-member of the Green Jobs Technical Working Group (Green Jobs-TWG) by virtue of Administrative Order No. 378, series of 2016 issued last June 23 by DOLE Secretary Rosalinda Dimapilis-Baldoz.

The TWG will spearhead the creation of the Implementing Rules and Regulations (IRR) for the Philippine Green Jobs Act of 2016 (RA 10771), in coordination with other concerned government agencies. The AO likewise instructs the TWG to formulate a National Green Jobs Human Resource Development Plan that will take into consideration the sectoral industry roadmaps and Human Resource Development (HRD) plans.

Consistent with the Secretary’s AO, ILS OIC-Executive Director Ma. Celeste Valderrama has also issued AO No. 85, constituting the ILS Green Jobs Committee. The ILS TWG for the formulation of the IRR will participate in all consultation meeting, workshops and briefings, and other related activities for the IRR formulation while the ILS TWG for National Green Jobs HRD Plan will take the lead in the preparation of the said HRD plan. This is in coordination with the Philippine Statistics Authority (PSA) and partner government agencies.

The TWG is expected to produce the first working draft of the National Green Job Act by August 2016.
