MANILA – The Institute for Labor Studies (ILS) is among the attached agencies of the Department of Labor and Employment (DOLE) who received a 100% compliance status for its Transparency Seal postings for the 3rd Quarter of 2023.

DOLE issued Memorandum Order No. MD-166-722 in October with a list of compliant regional offices and attached agencies. Based on the report, all regional offices and its attached agencies, namely the National Conciliation Mediation Board, National Labor Relations Commission, National Wages and Productivity Commission, Professional Regulation Commission, Employees’ Compensation Commission, and Occupational Safety and Health Center, are deemed compliant with ILS.

Government offices in compliance with Section 104 of the 2023 General Appropriations Act are mandated to maintain a Transparency Seal to support the people’s right to information and proper disclosure in public service. A Transparency Seal is prominently displayed on the main page of the website of a particular government agency. The Seal is linked to a page on the website with the downloadable documents as stipulated in the GAA. In 2016, ILS created its committee on Transparency Seal to ensure compliance with regular monitoring, updating, and posting of necessary documents for public consumption.

The Institute for Labor Studies supports national initiatives to promote transparency in government transactions. Downloadable documents on the website include pertinent documents such as the agency’s approved budget and corresponding targets, annual procurement plan, the status of significant projects in implementation, evaluation and assessment reports, and budget and financial accountability reports, among others.
