The Institute for Labor Studies (ILS) conducted a consultation/workshop on “Improving Public Service based on Secure Rights, Welfare and Benefits for Job Orders (JO) and Contract of Service (COS) Workers” last 25 July 2018 at the Bayleaf Hotel, Intramuros, Manila.
The event is part of the data gathering process of the ILS research titled “Exploring the Case of Job Orders and Contract of Service Workers in the Government” by Mr. Ivan Cassidy F. Villena. It also served as an initial consultation with stakeholders and key partners to obtain data, and information on JOs and COS.
Director Gerald R. Janda of the Department of the Budget and Management talked about “Rules and Regulations Governing the Employment of Job Orders and Contract of Service.” Public Services Labor Independent Confederation (PSLINK) General Secretary Annie Enriquez-Geron discussed “The Role of Public Sector Unions in Promoting Decent and Productive Jobs. The other resource persons included Mr. Ferdinand Gaite, National President of the Confederation for Unity, Recognition and Advancement of Government Employees, Mr. Mark Christopher Ramirez, National President of the Commission on Elections Employees Union, and Director May Antonette Arriola of the Civil Service Commission.
The participants included representatives from the bureaus of the Department of Labor and Employment, and presidents of public unions who also sat down for the afternoon workshop detailing JO and COS concerns.
