Manila – The Gender and Development (GAD) Committee of the Institute for Labor Studies successfully led a Technical Learning Session (TLS) titled, “Learning Session on Gender-responsive Planning and Budgeting Principles and Tools” last December 14 at the iLearn Conference Room, in Intramuros, Manila.

The TLS aimed to introduce ILS employees to key operational principles and technical tools for GAD compliance and competence and to facilitate the drafting of the ILS-GAD Plan and Budget for 2019 based on existing GAD policies, frameworks and guidelines.

ILS OIC-Deputy Executive Director Atty. Mary Grace L. Riguer gave the opening remarks where she highlighted ILS milestones in terms of gender and development, one of which is the annual enactment of the General Appropriations Act (GAA) which requires the allocation of at least 5% of the budget for GAD programs of the country.

The TLS was facilitated by Ms. Gina Chan, Training Specialist of the Gender and Development Program from the University of the Philippines, whose valuable insights gave ILS employees a better understanding of the GAD budget utilization, through planning tools that allow researchers to measure and enhance the Institute’s GAD compliance and competence among government institutions at the national and local levels.
