The Institute for Labor Studies (ILS) participated in the Just Transition Conversations organized by Oxfam Pilipinas on September 13, 2024, in Quezon City.
The event brought together climate justice advocates, government agencies, and civil society organizations to address the critical need for a just energy transition in the Philippines. Mr. Bernard Paul Mangulabnan and Ms. Athena Mari E. Son of the Employment Research Division represented the Institute.
The dialogue aimed to foster collaboration and explore ways to advance a just energy transition by tackling climate change and transitioning to a low-carbon, regenerative economy. Representatives from key national government agencies, including the Department of Energy (DOE), the Department of Environment and Natural Resources (DENR), the Department of Finance (DOF), and the ILS under the Department of Labor and Employment (DOLE).
Participants discussed current challenges, opportunities, and potential gaps in realizing this transition. They also explored strategies to strengthen cooperation between government agencies, non-government organizations (NGOs), and civil society organizations (CSOs).
During the dialogue, the ILS provided updates on its ongoing projects, including the 2024 Working Paper titled “Updating the National Green Jobs Human Resource Development Plan and Crafting a Sectoral HRD Plan on Renewable Energy.”
As part of a series of similar dialogues, the Just Transition Conversations sought to consolidate diverse perspectives across sectors, share emerging trends in Just Transition, and co-create strategies to influence policy and practice. These discussions would help shape the path towards a climate-resilient and equitable economy for the Philippines.
Mandated under the Philippine Green Jobs Act of 2016, the Updated National Green Jobs Human Resource Development (NGJHRD) Plan 2020-2030 is one of the eight (8) ongoing projects of the Institute for the fiscal year 2024. It is set to be presented at the 13th DOLE Research Conference in October.
