The Institute for Labor Studies (ILS) attended the Technical Working Group (TWG) meeting organized by the DOLE -Bureau of Local Employment (BLE) to discuss the merging issues from the conduct of the K to 12 DOLE-AMP (Adjustment Measures Program) Orientation series and recommend appropriate actions to address possible job displacements. The meeting was held on 25 May 2016 at the BLE Conference Room, 6th Flr. BF Condominium, Solana St. cor. Soriano Ave., Intramuros, Manila.

The issue relevant to the ILS concerns the median salary surveys conducted by Philippine Institute for Development Studies (PIDS). The Commission on Higher Education (CHED) commissioned PIDS to conduct a study to get the number of personnel that will possibly be displaced upon the implementation of K to 12 program. The median salary was an off-shoot of the said study and was used as the primary basis for computing the financial support to be given to the displaced personnel. However, upon close examination, the median salary computation did not represent the actual median salary per region since the basis was the returned survey questionnaires. It was suggested to look at other texts to validate the figures resulting to a scheduled meeting of the ILS with the National Wages and Productivity Commission (NWPC), Legal Service (LS), Bureau of Labor Relations (BLR), DOLE-NCR and (Bureau of Labor and Employment (BLE) to discuss the matter further.
