The Institute for Labor Studies (ILS) participated in the 2017 Public Sector HR Symposium organized by the Civil Service Commission (CSC) held on 4-6 July 2017 at the Philippine International Convention Center (PICC), Pasay City.
With the theme, “Shaping Change,” the event highlighted global trends and best practices on human resource (HR) management and organization development.
Local and international speakers shared their expertise in human resource management including concepts and insights in managing change brought about by new directions and management approaches. The event also showcased practices and experiences of progressive organizations in introducing, coping and shaping “change.”
One of the main thrusts of the symposium is shaping change in the context of ASEAN integration. This year’s keynote speaker was ASEAN Secretary General Le Luong Minh who discussed the topic “Shaping Change in the ASEAN Perspective: What Needs to Be Done and How ASEAN is planning to Do It.” The Philippines serves as the Chair for the ASEAN’s 50th year which will be celebrated with the theme “Partnering for Change, Engaging the World.” To complement ASEAN’s theme, the HR Symposium highlighted the need to shape change in various levels all the way to the ASEAN Community level.
CSC Chairperson Alicia dela Rosa-Bala said that it is important for HR professionals to continue learning on how to inspire people to become advocates for reforms that lead to transformations, aspire for global competitiveness, and conceive new ways of achieving breakthroughs leading to good governance outcomes.
The 2017 HR Symposium also underscored how Republic Act No. 9485 or the Anti-Red Tape Act (ARTA) of 2007 helped shape change in the Philippine government by promoting efficiency and transparency in public service delivery.
