The Institute for Labor Studies (ILS) engaged in the “Consultative Workshop on the Philippine Statistical Development Program (PSDP) 2018 -2023” held on 14 -15 February 2018 at the Crowne Plaza Manila Galleria in Ortigas.

Department of Labor and Employment (DOLE) Assistant Secretary for Employment and Support Alex V. Avila, who is also the chair of the Inter-agency Committee on Labor and Productivity Statistics, made a presentation on the PSDP Chapter on Labor and Statistics.

Among the major issues and concerns raised in the presentation was the need to adopt alternative data collection methods, e.g. from Paper methods from Paper and Pencil Interview (PAPI) to Computer-Assisted Personal Interview (CAPI). Asec. Avila underscored the need to address data gaps in the monitoring of labor and employment data for both the Philippine Development Plan and the Sustainable Development Goals (SDGs), and suggested for the compilation and updating of their indicators. 

Asec. Avila ended the presentation with the suggestion to adopt an operational definition of informal employment/sector in the Philippine context, along with the inclusion of child labor statistics in the System of Designated Statistics.
