The Institute for Labor Studies (ILS), in compliance with Government Procurement Policy Board (GPBB) Resolution No. 09-2020, has adopted the electronic submission and receipt of bids for procurement modalities by providing an icon titled Online Submission of Bids (OSB) in the homepage of its official web site www.ils.dole.gov.ph.
The said online submission, where a two-envelope procedure or sealed price quotation is required n accepting bids from prospective suppliers/bidders, is applicable in the conduct of Public Bidding, Small Value Procurement and Shopping posted in the PhilGEPS. The ILS has also issued the accompanying guidelines related to it.
In the online submission of bids, the documents are to be compressed in zip, rar or 7z format with password protection. Submitted bidding documents that are not in compressed archive format and are not password protected, will be automatically rejected.
The password for accessing the file will be disclosed by the Bidders only during the actual bid opening which may be done in person or face-to-face through videoconferencing, webcasting or similar technology.
