QUEZON CITY - The Institute for Labor Studies (ILS) concluded its 2025 Corporate Planning Activity with its 2025 Research Agenda held on February 7, 2025, at its office in Sta. Teresita, Quezon City. Executive Director Jeanette T. Damo and Deputy Executive Director Atty. Mary Grace L. Riguer-Teodosio led the event, together with the heads and representatives of each division.

Prior to the presentation of the technical research divisions, Executive Director Damo presented to the body the DOLE Strategic Directions and Directives from the DOLE 2025 Annual Corporate Planning.

Technical research division representatives presented specific priorities, plans, and commitments under the research agenda, including target deliverables, project teams, timelines, and financial plans.

The ILS Research Agenda 2025 is comprised of the following studies: (1) Green and Digital Just Transition Pathways of Micro, Small, and Medium Enterprises (MSMEs) in Key Exporting Sectors of the Philippines; (2) The Role of Job Placement Offices (JPOs) in Employment Facilitation: Assessing JPOs as Strategic Partners in Industry-Driven Employment; (3) Determining the Economic Needs Test Criteria (Risk Impact and Options); (4) Technology Transfer through the Understudy Training Program (UTP) and Skills Development Program (SDP): Practices and Lessons Learned; (5) Workers’ Perspectives on Company Practices in Labor Standards Compliance and Labor-Management Relations ; (6) GAD in Labor Organizations: Strategies and Prospects; (7) Examining Women's Economic Participation and Transformative Care through Selected Childcare Facilities in the Philippines; (8) Exploring Social Dialogue Mechanisms in Upholding Decent Working Conditions of Freelancers: The Case of Theater and Broadcast Media.

Apart from the research agenda, the planning activity also emphasized the Institute’s targets related to priority issue papers in support of the DOLE legislative agenda, policy advocacy activities, publications, gender and development, internal audit, and organizational budget for fiscal year 2025.
