Manila – The Institute for Labor Studies (ILS) was recently awarded the PRIME-HRM (Program to Institutionalize Meritocracy and Excellence in Human Resource Management) Bronze Award by the Civil Service Commission for having met the Level 2-Maturity indicators in all of the four (4) core HRM systems under CSC Resolution No. 2000115 dated January 21, 2020.
The good news was conveyed to the ILS last August 19, via a congratulatory email signed by CSC-NCR Regional Director Atty. Judith A. Dongallo-Chicano, together with a copy of the resolution signed by CSC Chairperson Alicia dela Rosa-Bala, and CSC Commissioners Leopoldo Roberto W. Valderosa, Jr., and Aileen Lourdes A. Lizada.
The recognition is a result of the onsite assessment conducted by the CSC last September 12-13,16-18, 2019. The results of the assessment by the CSC-NCR showed that the ILS has met the PRIME-HRM level 2- Maturity Indicators in the Systems, Practices and Competencies of the following four (4) core HRM Systems: Recruitment, Selection and Placement; Performance Management; Learning and Development; and Rewards and Recognition. It also found the Institute to be continuously compliant with Civil Service rules in terms of the implementation of other HR programs and the maintenance of HR records.
As a PRIME-HRM Bronze Awardee, the ILS is granted with certain privileges such as authority to approve appointments, subject to post audit; 20% discount for the HRMO or Agency Representative on trainings/conferences conducted by the CSC; endorsement or recommendation for scholarship grant offered by other institutions and nomination to the CSC’s Certification Program to HRMOs; exclusive membership to community of learners who shall have access to digital learning resources and other developmental opportunities; announcement of the agency's programs/projects bureaucracy-wide through the CSC website; and other benefits that the Commission may approve in the future.
The ILS shall be receiving from the Commission a Plaque of Award for 2020 awardees, which will be given sometime next year once the situation permits it. The CSC shall provide the ILS, through the CSCFO-BSP, with the details of next year’s awarding ceremonies.
In the meantime, and within this year, the CSCFO-BSP will hand over the certified true copy (CTC) of said CSC Resolution to the ILS in a fitting ceremony subject to the minimum health and safety standards imposed by the Department of Health and other government authorities owing to the COVID-19 pandemic.
