QUEZON CITY – Institute for Labor Studies (ILS) Executive Director III Jeanette T. Damo served as one of the resource speakers for “Getting Ready for National Determined Contributions (NDCs) and Just Transition: Learning Session for Children and Youth,” on 23 May 2025 via Zoom.
Organized by Aksyon Klima Pilipinas, a youth- and faith-based network group, in partnership with World Vision Philippines and UNICEF Philippines, the learning session aimed to educate the youth with the basic concepts of Just Transition in the Philippine context and highlighted the vital role of the youth in advocating for climate justice.
During the presentation, Executive Director Damo discussed the fundamental principles of just transition and green jobs and underscored the role of the Department of Labor and Employment (DOLE) in promoting decent work, fairness, and social justice as the country shifts to a low-carbon economy. Executive Director Damo also emphasized the importance of upskilling, social protection measures, and multi-stakeholder partnerships, especially with the private sector, to ensure that youth are equipped for emerging opportunities in a greener labor market.
“Napakahalaga ng papel at boses ng mga kabataan—dahil sa inyo nakasalalay ang kinabukasan ng mundo. Dapat natin itong pangalagaan at tiyaking lahat ay makakalahok—no one should be left behind. Young people are recognized for their innovative thinking and contributions to technological solutions for climate action,” Executive Director Damo said.
In 2024, ILS drafted the National Green Jobs Human Resource Development Plan 2020-2030, which defines green jobs and green skills, and outlines the transition toward a low-carbon economy through a Just Transition framework. The plan identified six key sectors: renewable energy, agriculture, transport, manufacturing, construction, and ecotourism.
