TAGUIG CITY – Institute for Labor Studies (ILS) Executive Director III Jeanette T. Damo shared the green-related programs of the Department of Labor and Employment (DOLE), including the Institute’s research studies on Just Transition in the recently concluded event, “Leveraging Vulnerability: Building a Climate-Resilient Futures in the Philippines” side event of the 2025 Open Government Partnership (OGP) Asia Pacific Regional Meeting held on February 5, 2025, at the Grand Hyatt Manila.
The OGP side event explored the experiences of national governments, local government units, private sectors, and civil societies in integrating climate adaptation and mitigation into programs while ensuring social and economic equity. The Institute for Climate and Sustainable Cities (ICSC), together with the Department of Energy (DOE), hosted the side event.
Executive Director Damo said that the Philippine Development Plan 2023-2028 and the Philippine Labor and Employment Plan 2023-2028 mandated the creation of not only more quality jobs, but also green and decent jobs. She also shared that ILS, under the supervision of DOLE, completed the first draft of the updated National Green Jobs Human Resource Development Plan, and the next step is the conduct of a validation meeting where DOLE empowers tripartite partnerships to collaborate towards just climate transition for workers.
Executive Director Damo also stated that ILS also published several climate- and just transition-related researchers throughout the years and these are available on the Institute’s website.
The ICSC and DOE side event is part of the 2025 OGP Asia Pacific Regional Meeting and highlighted the concept of a just transition partnership between government and non-government to maximize the socio-economic benefits of climate action while minimizing negative effects on vulnerable communities.
