MANDALUYONG CITY – The Institute for Labor Studies (ILS) met with key management representatives of TV5 Network Inc. on 28 May 2025 at the TV5 Media Center in Sheridan St. Mandaluyong City, as part of the Institute’s research on titled “Exploring Social Dialogue Mechanisms in Upholding Decent Working Conditions of Freelancers in Broadcast Media and Theater.”

The study aims to examine how social dialogue mechanisms can be harnessed to promote and uphold decent work for freelance workers in broadcast media and theater.

The ILS research team, led by Senior Labor and Employment Officer Mr. Marvin Cabangunay, along with team members Ms. Angelica Viel C. Dao and Mr. Gabriel S. Esguerra, conducted key informant interviews with TV5 officers, including Atty. Zionelle Anne P. Vargas, Head of Legal Department; Mr. Rey Relles, Head of Human Resources Operations; Ms. Maria Lourdes Basco, Senior Supervisor of Talent Administrative Group; and Mr. Mark Cabrejas, Safety and Security Officer.

The discussions covered TV5’s employment classification system, existing grievance mechanisms, and forms of employee representation within the company. The TV5 team also shared recommendations on improving working conditions for creative industry freelancers.

The study is one of the eight ongoing researches of the Institute for the Fiscal Year 2025, and is set to be presented at the 14th DOLE Research Conference in October.
