ILS capacitates employees on ORAOHRA; CSC awards CNA to ILS-EA, Management

Manila – True to its commitment to equip employees with the knowledge of government processes, the Institute for Labor Studies (ILS) engaged with the Civil Service Commission (CSC) in a technical learning session on the 2017 Omnibus Rules on Appointments and Other Human Resources Actions (ORAOHRA), from June 20 to 21 at the ILS Office, Intramuros, Manila.

ILS sought the expertise of Atty. Vlademir E. Villacorta, Acting Director III, of the CSC National Capital Region, specifically on the pertinent provisions of the CSC Memorandum Circular No. 14 series of 2018, which provides guidelines on recruitment, selection and promotion, human resources actions, and appointment procedures of rank-and-file employees in the government. This is in line with the continuous improvement of policies, processes, and systems in the Institute, including amendments to its Merit Selection Plan.  

In attendance during the orientation were ILS employees comprised of the management and appointing authority, the Human Resources Merit and Promotion Selection Board (HRMPSB), and the ILS-Employees Association members.

In her closing remarks, Deputy Executive Director III Atty. Mary Grace Riguer-Teodosio expressed her appreciation to Atty. Villacorta for sharing his knowledge and for improving employees’ understanding of the ORAOHRA. She also commended the organizers for the successful implementation of the two-day event. “We all look forward to further improving our HRMPSB by reviewing and revising our recruitment and selection processes toward a more efficient delivery of services and performance in the Institute,” she said.

The orientation was concluded with the official awarding of the signed Certificate of Registration of the ILS Collective Negotiation Agreement (CNA) by the CSC. The CNA is a contract negotiated between the ILS management and the ILS - Employees Association certified by the CSC in February 2023, and effective for three (3) years from December 2022 to 2025.
