The training programme was organized under the aegis of the Indian Technical and Economic Cooperation (ITEC) scheme of the Ministry of External Affairs of the Government of India. The ITEC programme was predicated on the underlying belief that “it was necessary to establish relations of mutual concern and interdependence based not only on commonly held ideals and aspirations, but also on solid economic foundations. Further, “technical and economic cooperation was considered to be one of the essential functions of an integrated and imaginative foreign society.”
Capacity building is one of the major activities under ITEC and this international training programme was participated by labor professionals from various countries which aims to prepare them for the increasingly globalized world.
