Manila – The Institute for Labor Studies conducted the 3rd installment of its webinar series titled, “Mandanas Ruling: Devolution, Opportunities and the Path to PESO Institutionalization” on August 31 from 9:30 AM-12:00 NN via livestreaming through the ILS Facebook page.
The Institute put together a panel of distinguished speakers: Dr. Romulo Emmanuel M. Miral, Jr., Deputy Secretary General of the Congressional Policy and Budget Research Department, Atty. Mary Grace R. Chua, CPA, City Budget Officer of Manila, and Director Fernan B. Bermejo, Head of the Public Employment Services Office (PESO) of the City of Manila.
The event was hosted by Atty. Tecelyn B. Maramag, Senior Labor and Employment Officer from the Advocacy and Publications Division.
The webinar looked into the impact of the Mandanas Ruling by the Supreme Court in relation to current policies, norms, laws, regulations, institutions, and processes that influence the demand and supply of labor in our current economy and the existing employment programs in anticipation of its full devolution in 2022.
“We need to have more conversations like this so that the government, social partners, our counterparts in the local government, the private sector and civil society can come together and design effective strategies in addressing the impacts of the pandemic and in creating a better normal for the country,” said Assistant Secretary Alex V. Avila in his Closing Remarks.
The webinar provided a venue for exchange of ideas and thoughts leading to a proper appreciation and diligent implementation of the Mandanas Ruling, as a pathway to better planning, coordination and implementation of labor and employment policies between executive offices across the local levels, for the greater benefit of the public.
