Department of Labor and Employment Secretary Rosalinda Dimapilis-Baldoz confirmed the Career Service Executive Officer (CESO) IV Appointment of the Institute for Labor Studies OIC-Executive Director Ms. Mary Grace L. Riguer.
OIC-Exec. Dir. Riguer, together with several other appointees, were sworn in by Secretary Dimapilis-Baldoz at the Office of the Secretary Conference Room.
The appointment to Director post of high-ranking officials of DOLE from regional offices, Employees Compensation Commission, National Conciliation and Mediation Board, Philippine Overseas Employment Administration posts was also confirmed by the Secretary.
Regional Labor Arbiters from the National Labor Relations Commission also took their oath of office.
The CESO is the ‘third level’ or the managerial class in the group of career positions in the Philippine civil service. The CESO ranking system was created by Presidential Decree No. 1 to "form a continuing pool of well-selected and development-oriented career administrators who shall provide competent and faithful service.”
As a requisite for her Career Executive Service (CES) rank promotion, OIC-Executive Director Riguer went through the 28th Session of the Integrated Salamin-Diwa ng Paglilingkod last September 1-14, 2015, the first of two courses under the Career Executive Service Board’s (CESB) Executive Leadership Program (ELP).
Modular sessions and skills enhancement workshops comprised the two-week Salamin-Diwa course, targeted at deepening the participants’ sense of self and awareness of one’s strengths and weaknesses necessary for building exemplary leadership. This included a community immersion module (CEM) and as a graduation requirement, OIC Exec. Dir. Riguer, together with her co participants presented their output reports, including stakeholders profile, governance and development issues, individual reflection journals, and group reflection reports on good governance and public service lessons and challenges.
OIC-Exec. Dir. Riguer’s second and last course of the CESB’s Executive Leadership Program was the Integrated Gabay ng Paglilingkod, during which government executives underwent more advanced learning modules on leadership, integrity and good governance.
