Manila – The Institute for Labor Studies successfully organized the 2017 DOLE Research Conference with the theme “Incisive, Innovative and Significant Researches for a Strong, Prosperous and Stable Life of the Filipino Worker,” last December 12-13 at the Hotel Jen, Roxas Blvd, Manila.
In his Opening Remarks, Assistant Secretary Avila thanked Secretary Silvestre H. Bello III for approving the six-year DOLE Research Agenda which will serve as a guide for the Department in conducting researches that will be the basis for policy formulation
“The value of these researches should find their way into actual policies of the Department and legislation by Congress. Policy-making should be based on these researches so that once implemented, there would be no friction between policy makers and implementers. And the most important thing when we do our researches is that we should be able to make our regional directors appreciate more the value of our research.”
Now on its 6th year, the two-day event has a total of 24 presentations by researchers from the ILS, the Bureau of Local Employment (BLE), Employees’ Compensation Commission (ECC), National Wages and Productivity Commission (NWPC), National Reintegration Center for OFWs (NRCO), and Occupational Safety and Health Center (OSHC).
This year’s researches are focused on programs and policies of DOLE as they seek to tackle policy and implementation gaps and recommend possible courses of action to address them. Topics include the Philippine qualifications framework, employment facilitation program addressing displacement of workers, labor inspection, contracting arrangements, disposition of cases, workplace productivity, design thinking as applied to regional operations, OFW reintegration, child labor, occupational safety and health in mines, social amelioration of sugar workers, and employment of Persons With Work-Related Disabilities (PWRD), among others.
