The Department of Labor and Employment (DOLE) is the national government agency mandated to formulate and implement policies and programs, and serve as the policy-advisory arm of the Executive Branch in the field of labor and employment. Part of the mandate of the Regional Operations and General Administrations cluster is to supervise all DOLE Regional Offices (ROs) and to coordinate with all clusters in the regional implementation of the Department’s programs and services.
The rapid assessment identified five (5) programs with major implementation issues namely, (1) Special Program for the Employment of Students (SPES), DOLE Integrated Livelihood and Emergency Employment Programs (DILEEP); (3) Labor Laws Compliance System (LLCS); (4) Labor and Employment Education Services (LEES); and (5) Single Entry Approach Program (SEnA). The common factors that hindered its implementation are categorized as: (1) Convergence / partnership with other agencies, whether DOLE or non-DOLE partners; (2) requirements to avail the program; (3) budget; (4) policy / guidelines; and (5) program design / process flow.
In order to address these implementation issues, there is a need to develop guidelines in assessing the programs. Furthermore, a central monitoring team needs to be established in order to: (1) act as repository of monthly, quarterly and semester reports from ROs; (2) analyze and evaluate administrative data submitted by the ROs; and (3) publish official report of the Department.
