Description:
MNP or movement of natural persons is one of the four modes of international trade in services. The Philippines has so far entered into three agreements with commitments on movement of natural persons: the General Agreement on Trade in Services, the Association of Southeast Asian Nations (ASEAN)-Australia-New Zealand Free Trade Agreement and the Philippine-Japan Economic Partnership Agreement. An agreement for trade in services between ASEAN and India is currently under negotiation. India took the position in favor of MNP provisions in the services agreement. This paper presents a general framework of analysis for entering into negotiation for an MNP agreement, using the ASEAN-India Agreement as case.
