The Location Quotient is used by planners to identify and interpret differences between regional and national conditions for better resource prioritization and allocation. The paper contains sample computation of the Location Quotient technique as applied to DOLE programs, namely, (1) Public Employment Service Office, (2)DOLE Integrated Livelihood Program; (3) Dispute Prevention and Settlement Program; (3) Technical-Vocational Education and Training; (4) Labor Standards Enforcement Program and (5) Child Labor Prevention

The paper presents alternative pathways as a framework to provide the context for a seamless system to support young people as they move through the educational, occupational, and locational continuums.
