The LEP Results Framework is envisioned as a tool that would help DOLE and the social partners monitor and improve its performance to achieve the decent work outcomes under the Philippine Labor and Employment Plan (LEP) 2011-2016. Working towards an integrated monitoring system, the LEP Results Framework focuses on developing performance indicators that will allow monitoring on: 1) how implementation is progressing with respect to realization and delivery of planned activities and products; and 2) whether progress is pointing in the right direction – progress towards achieving the intended results and impact.
The process leading to the development of the LEP Results Framework began in 2012 through a learning session workshop aimed at improving the capacities of DOLE and its tripartite partners to develop the LEP Review and Analysis Framework as a preparatory activity towards developing benchmarks for performance monitoring and evaluation of key results under the LEP. The Institute for Labor Studies, with the support of the International Labor Organization has likewise completed the conduct of the workers' and employers' workshops in October 2012, where the groups formulated their outcome indicators and commitments to the LEP Results Framework in line with the project.
To complete the series of sectoral workshops and formulate DOLE's own organizational outcome indicators for the LEP Results Framework, the DOLE Cluster Planning Workshop on the LEP Results Framework was held on May 14, 2013. On this occasion, five simultaneous workshops were hosted by ILS as an initial activity towards the development of the LEP Results Matrix as a tool for monitoring the DOLE’s performance in achieving the LEP outcomes and results.
The activity gathered participants from the different DOLE bureaus, services and attached agencies comprising the five LEP Pillar Committees: Employment, Rights at Work, Social Dialogue, Social Protection and Sustaining Outcomes.
Acting as workshop facilitators for the different LEP Pillars were: Ms. Ruth Rodriguez (Employment); Mr. Lito Manabat (Social Protection); Dra. Imelda Santos (Rights at Work) and Ms. Grace Riguer (Social Dialogue).
The results matrices/outputs of the respective LEP Clusters, workshop mechanics and the list of workshop participants are attached as annexes to this report.
