This study examined the practice of just transition in the blue economy initiatives in the Philippines, specifically in the coastal accommodation sector, using a mixed-methods case study research design. Following the ILO Just Transition Guidelines, the researchers analyzed the sustainability transition of selected coastal accommodations that were awarded under the ASEAN Green Hotel Standard and ANAHAW Sustainable Tourism Certification. The study looked at the decarbonization and climate adaptation strategies of these establishments, green skills development, decent work outcomes, stakeholder experiences, and the enabling factors for transitioning towards eco-friendly business models. It also documented the supply and demand for green occupations.
The results indicated that implementing environmentally and socially responsible practices requires strong collaboration and commitment between government institutions, establishments, and local communities. Existing occupations were transformed, and new green occupations will be created as these coastal accommodations continue to transition to eco-friendly practices. The researchers also observed that the decarbonization strategies of these establishments did not compromise workplace safety, secured employment and fair wages, protection from vulnerabilities and shocks, and workers’ rights to dialogue and representation, which indicates evidence of a 'just transition.'
However, challenges were observed in the inconsistencies of some government regulations, the high cost of implementing green practices, accessing green skills training, improving decent work outcomes for informal workers in the coastal communities, protecting children from exploitation, mitigating climate change impacts, and including vulnerable groups in climate action. These findings may serve as guidance to policymakers, program implementers, and partners in supporting coastal tourism enterprises and workers to transition towards more sustainable, inclusive, and eco-friendly business practices.
