Throughout the years, DOLE has issued pertinent guidelines regards the practice of contracting and subcontracting. DOLE D.O No. 10 was issued in 1997. Contracting and subcontracting is currently governed by DOLE Department Order 174-17 (DOLE, 2017).
It has roots in Article 106 to 109 of the Labor Code of the Philippines, as amended.
In such an arrangement, the principal agrees to engage the services of a contractor for the completion of a specific service, usually within a period.
