As international labor mobility increases the question of social protection for migrant workers has been raised. The typical life cycle of a migrant worker requires special provisions with regard to various branches of social security and services. Using the four regimes described by Holzmann, Koettl, and Chernetsky (2005), the accessibility of social protection resembles levels depending on the migration flows.

This paper provides a background of the portability of long term security entitlements for international migrants, particularly of non-Asian economies within the Asia-Pacific region. On the basis of the available literature and social security databases, social security programs and agreements show variation because of the diversity of the economic and political landscapes of non-Asian economies. As evidenced in many countries, bilateral agreements present a powerful tool in strengthening the social security protection of migrant workers.
