This study explores the hypothesis that overseas migrants are returning with skills and expertise that can be tapped for development in the home country and will examine the role that the government, in particular DOLE, could play in tapping these migrants’ expertise. Through the conduct of case studies this research will try to understand the characteristics of expert returnees, their motivation for return, the nature of their involvement with brain gain and transfer of knowledge activities, as well as the factors that facilitate their return and engagement in transfer of skills and brain gain endeavors. brain gain endeavors.
