QUEZON CITY – The Institute for Labor Studies (ILS) held a learning session on the 2025 Omnibus Rules on Appointments and Other Human Resource Actions (ORAOHRA) on 25 February 2026 at the ILS Conference Room in Quezon City.

Director Mira Michelle A. Brazil of the Civil Service Commission – National Capital Region – DPWH Field Office served as resource speaker, highlighting the salient features of the updated ORAOHRA and discussing key reforms and procedural standards governing appointments and other personnel actions in government service.

The session is part of the Institute’s continuing efforts to strengthen its human resource management systems and further professionalize its workforce. By deepening understanding of the updated ORAOHRA, ILS aims to uphold merit-based selection processes, ensure consistency and transparency in personnel actions such as promotions, transfers, and reappointments, and reinforce public accountability in the administration of government human resources.

The 2025 ORAOHRA was promulgated on 30 April 2025 and took effect fifteen (15) days after its publication on 18 July 2025, serving as the primary framework for appointments and HR actions across the bureaucracy.

In January 2020, ILS received the PRIME-HRM (Program to Institutionalize Meritocracy and Excellence in Human Resource Management) Bronze Award by the Civil Service Commission for meeting the Level 2 – Maturity indicators in all four (4) core HRM systems under CSC Resolution No. 2000115: Recruitment, Selection and Placement (RSP); Performance Management (PM); Learning and Development (L&D); and Rewards and Recognition (R&R).

The Institute is now preparing for the midterm review and evaluation of its PRIME-HRM status, reaffirming its steadfast commitment to institutionalizing meritocracy, strengthening human resource governance systems, and sustaining a culture of excellence and accountability in public service.
