ILS spearheads TCLM second meet with workshop on priority bills

Manila – The Institute for Labor Studies, with the Department of Labor and Employment Legislative Liaison Office (DLLO), spearheaded a “Workshop on DOLE Priority Bills” for the members of the DOLE Technical Committee on Legislative Matters (TCLM) last 18 August 2022, at the Labor Governance Learning Center (LGLC).

Undersecretary Felipe N. Egargo Jr., TCLM co-chairperson, delivered the Opening Remarks, setting the tone for the workshop and to welcome as well the representatives from the various bureaus, services and attached agencies of the DOLE.

The two-part workshop aimed to strengthen DOLE capacity in legislative analysis and position paper drafting.

For the first part, the participants were grouped into three DOLE clusters—Employment  and Human Resource Development Cluster, Labor Relations, Policy and International Affairs and Workers Welfare and Protection. Using a set of assessment criteria that cover substantive, procedural and political considerations, they examined, and extracted a set of priority legislative measures from, legislations filed in the House of Representatives or Senate.

For the second part, the participants dug deeper into the salient provisions of a pre-selected proposed legislation and undertook a simulation of crafting of DOLE comments and proposals.

The workshop culminated with a synthesis by Undersecretary Benedicto Ernesto R. Bitonio Jr., also co-chairperson of the TCLM, giving emphasis on using the labor and employment agenda, decent work framework and cost-benefit analysis as guides for crafting DOLE positions, comments and proposals on any legislative measure.  

Closing remarks were delivered by Assistant Secretary Lennard Constantine Serrano.

The Technical Committee on Legislative Matters was recently reconstituted with the issuance of DOLE Administrative Order No. 237, series of 2022. In view of this, the “Workshop on DOLE Priority Bills” was conducted to capacitate DOLE, bureaus, and attached agencies in crafting official DOLE positions on several labor-related legislative measures filed in the 19th Congress.
