The Institute for Labor Studies (ILS) prepares itself in crafting the Green Jobs Human Resource Development (HRD) plan based on the 2012 Green Jobs Mapping report by the Institute for Global Environmental Strategies (IGES) in collaboration with the International Labor Organization (ILO).

The Green Jobs HRD Plan will concentrate on the 10 sectors identified in the ILO report: Agriculture, Fisheries, Forestry, Energy (renewable energy), Construction (buildings), Transport Manufacturing, Services, Tourism and Solid and Wastewater Management.

These sectors were chosen based on a review of the Philippine economy, job generation of key sectors and priority key areas identified to mainstream climate change in the country’s development plan.

The said report also featured the ILS studies commissioned by the ILO titled, “From Jobs to Green Jobs: A just transition framework” by former ILS Executive Director Cynthia R. Cruz III, and “Assessing the Green Potential and Readiness: The Case of the Construction Sector” by the ILS OIC-Executive Director Mary Grace R. Riguer. Both studies focused on providing a comprehensive background on the status of green jobs awareness, potential and readiness in the Philippines.

As part of the core-member of DOLE Green Jobs Technical Working Group, the Bureau of Local Employment (BLE) spearheaded the drafting of the Implementing Rules and Regulations (IRR) for the Philippine Green Jobs Act of 2016 (RA 10771), in coordination with other concerned government agencies. A working draft of the Green Jobs IRR was presented by the BLE, during session 4 of the Green Jobs and Just Transition Technical Workshop for Government last August 25-26 at the Waterfront Pavilion Hotel, Manila.
