On April 29, 2016, President Benigno Aquino III signed Republic Act 10771, or the "Philippine Green Jobs Act of 2016", which shall apply to establishments engaged in the production, manufacturing, processing, repacking, assembly, or sale of goods and/or services, including service-oriented enterprises.

The law promotes the creation of "green jobs" that not only contribute to preserving or restoring the quality of the environment, be it in the agriculture, industry or services sector but are also decent jobs that are productive, respect the rights of workers, deliver fair income, provide security in workplace and social protection for families, and promote social dialogue. It also grants incentives to encourage business enterprises to generate and sustain green jobs, as certified by the Climate Change Commission.

A DOLE Technical Working Group (TWG) composed of the Bureau of Local Employment, National Wages and Productivity Commission, Institute for Labor Studies, Technical Education and Skills Development Authority, Occupational Safety and Health Center, to name a few, was tasked to formulate the implementing rules and regulations and a National Green Jobs HRD Plan within 180 days from enactment of the law.

The ILS pioneered researches and policy discussion on Green Jobs in the Philippines in 2008. Led by its former Executive Director Cynthia Cruz, the research work served as basis for the development and implementation of various green initiatives under its banner program, Green Our DOLE Program (GODP).
