QUEZON CITY – The Institute for Labor Studies (ILS) has been cited as a compliant government agency by the Freedom of Information – Program Management office (FOI-PMP) under the Presidential Communications (PCO) for the fiscal year 2024.

In a communication dated 11 February 2026, the FOI-PMO formally awarded the Institute a Certificate of Compliance for fully meeting the FOI requirements pursuant to Section 3 of Memorandum Circular No. 2025-001, series of 2025. The recognition underscores the ILS’ commitment to transparency, accountability, and open governance in the conduct of its research and public service functions.

The Freedom of Information Program, institutionalized through Executive Order No. 02, signed in July 2016, mandates all executive departments, agencies, bureaus, and offices to make public records, contracts, transactions, and other official information accessible to citizens—subject to limitations involving national security and other recognized exceptions.

As the policy research and advocacy arm of the Department of Labor and Employment, ILS continues to uphold the principles of transparency by ensuring that information on its programs, research outputs, and operations remains accessible to the public.
