Quezon City – The Institute for Labor Studies explored points of potential engagement during Landbank Philippines’ presentation on their Climate Resilient Recovery Readiness (CRR) project held on March 12, 2025, at the ILS Office in Quezon City.

The CRR project is one of the readiness programs provided to the Philippines under the Green Climate Fund. With a budget of USD 220,942 (around PHP 12.6 million), the project aims to support government agencies in implementing green recovery, food security, employment generation, and green jobs.

Executive Director Jeanette T. Damo noted that the GCF-CRR project could support DOLE’s existing sustainable programs. She, along with the representatives from various research and support divisions of the Institute, presented DOLE’s role under the Green Jobs Act of 2016 and its green-related programs. ILS also shared initial projects that may be supported under the GCF, and invited Landbank to the upcoming events related to the National Green Jobs Human Resources Development Plan.

She emphasized the need for Landbank to present the GCF-CRR project to relevant DOLE bureaus and offices. In this regard, the Institute plans to convene a small group meeting between DOLE offices and Landbank to further identify specific GCF-CRR project proposals to be led by the Department.

Landbank expressed interest in assisting DOLE in developing a project concept note that could fund green job-generating projects. Landbank Vice President Prudencio E. Collado III stated that the GCF-CRR aims to complement the programs of relevant government agencies on climate change adaptation and mitigation. Landbank has engaged the consultancy services of Woodfield Inc. to assist agencies in developing project concept notes, which is among the key requirements to access GCF-CRR funds.

ILS represents the Department of Labor and Employment as a permanent member of the GCF-CRR project’s Technical Working Group (TWG).
