SEOUL, Republic of Korea – The Institute for Labor Studies (ILS) took part in a high-level policy dialogue on advancing a global mechanism for “just transition” as countries prepare for upcoming climate negotiations. Representing ILS, Mr. Bernard Paul Mangulabnan, Supervising LEO of the Employment Research Division, joined discussions on designing the Belém-Antalya Mechanism for Just Transition,” held on April 27-28 in Seoul.
The dialogue, organized by the Stanley Center in partnership with Climate Action Network International, brought together negotiators, civil society representatives, and policy experts to help shape how countries can transition to low-carbon economies while protecting workers and communities. The proposed mechanism builds on commitments made during the COP30, where parties agreed to develop a dedicated framework to support just transition efforts globally.
Participants discussed key features and operational approaches for the mechanism, with outcomes expected to inform negotiations at upcoming climate meetings under the United Nations Framework Convention on Climate Change.
The engagement follows earlier consultations led by the Department of Labor and Employment, through ILS and with support from the International Labour Organization, to consolidate the Philippines’ position on just transition ahead of formal negotiations.
ILS is committed to continuously participate in global and national discussions aims to ensure that climate policies remain inclusive and responsive to the needs of workers, particularly as economies shift toward greener industries.
