Manila – The Institute for Labor Studies hosted the Human Resource Development (HRD) Roadmap consultation meeting for 2016 last December 21, at the Hotel Jen, Roxas Boulevard, Manila.

 

The meeting was conducted to discuss the sectoral HRD Plan for 2017-2022 in 22 key sectors and was likewise attended by representatives from external sectoral partners from the and various agencies and bureaus of the Department and their respectively assigned industries, such as Bureau of Local Employment (BLE) for Information Technology-Business Process Management (IT-BPM); Aerospace, Electric Vehicles and Motorcycles; Bureau of Labor Relations (BLR) for Automotive and Automotive parts; Mass Housing; National Wages and Productivity Commission (NWPC) for Ceramic tiles and Furniture; Bureau of Working Conditions (BWC) for Chemicals and Petrochemicals; National Conciliation and Mediation Board (NCMB) for Plastics and Cement; Technical Education and Skills Development Authority (TESDA) for Electronics and Semiconductor, Tool and die; Bureau of Workers with Special Concerns (BWSC) for Biodiesel; National Reintegration Center for OFWS (NRCO) for Rubber products; and Professional Regulation Commission (PRC) for Natural health products. The ILS is in charge of the Copper & copper products, Iron and steel, Jewelry, and Metal casting industries.

 

The group was informed that there were already 30 roadmaps submitted to Board of Investments for approval and/or dissemination, and 6 draft roadmaps awaiting further consultations.The following are the putative industry priorities of the Duterte administration for years 2017-2022: (a) agribusiness; (b) manufacturing; (c) tourism; (d) information technology-business process manufacturing; (e) transportation; and (f) construction.

 

It was proposed that further steps by this roadmapping initiative be aligned with the ongoing activities of the Bureau of Local Employment’s JobsFit updating and the results of the recently concluded Employment and Livelihood Summit.

 

All TWG member-agencies were also requested to update their assigned HRD plans, including POEA’s Overseas Employment HRD plan. The TWG is also set to convene interagency consultations with DTI-BOI and TESDA for possible partnership to further the goals of this initiative. It is expected that by end of March 2017, all draft HRD roadmaps have been updated, including that of the overseas employment plan, and the inclusion of green jobs component in this initiative.

 

Launched in the middle of 2015, through DOLE Administrative Order No. 358-15, the HRDRI is a research and consultation process toward the formulation of HRD Roadmaps, which examine constraints and determine solutions that can improve human resource competitiveness in key sectors in the country. DOLE intends these roadmaps to contain labor supply and demand information and responsive, timely and critical strategies that will support sectors in their current and future human resources requirements.
