CITY OF MANILA – The Institute for Labor Studies (ILS) facilitated the Department of Labor and Employment’s (DOLE) writeshop for the development of its Human Resource Development (HRD) Plan for CY 2026–2028, held on 05 May 2026 at the DOLE Multi-Purpose Room in Intramuros, Manila.

Mr. Bernard Paul M. Mangulabnan, Supervising Labor and Employment Officer of the Employment Research Division, served as facilitator during the activity, which aimed to  strengthen the competencies, capabilities, and development pathways of DOLE personnel in support of improved public service delivery.

During the writeshop, participants reviewed the draft HRD Plan and provided comments and recommendations to refine its provisions. Inputs were raise to ensure that the Plan responds to the Department’s workforce development needs and strategic priorities.

The activity was attended by DOLE officials, division chiefs, human resource development focal persons, technical working group members, and representatives from concerned offices involved in the formulation of the plan. It served as a venue for collaborative review and refinement of the Department’s HRD strategies, programs, and priorities.

Through the writeshop, DOLE underscored its commitment to strengthening human resource systems and advancing strategic workforce development across the Department, highlighting the importance of collaboration and participatory planning in developing a responsive HRD framework for public service.
