QUEZON CITY – The Institute for Labor Studies (ILS), through its Gender and Development (GAD) Committee, conducted a learning session on Civil Service Commission (CSC) Resolution No. 2100064 - amending key provisions of the 2017 Rules on Administrative Cases in the Civil Service (RACCS)—in line with Republic Act No. 11313 or the Safe Spaces Act.

The training session served as both an orientation and refresher course on the policies and procedures of the Committee on Decorum and Investigation (CODI), the body responsible for addressing workplace misconduct, including sexual harassment and other ethical violations within the public sector.

Director III Atty. Vlademir E. Villacorta from the CSC Regional Office – National Capital Region led the session with a comprehensive discussion on relevant laws and stricter rules governing sexual harassment. He also highlighted the procedural framework for handling administrative complaints related to gender-based misconduct.

ILS employees were equipped with essential knowledge on the classifications of sexual harassment—ranging from light to grave offenses—and the corresponding administrative penalties, which may range from reprimand, suspension, or dismissal. The session also featured real-life case studies and practical guidance on filing complaints and handling sensitive workplace scenarios within the public service.

The learning session reaffirms ILS’s continued commitment to promoting a safe, respectful, and inclusive work environment—free from all forms of gender-based violence and harassment.
