The Institute for Labor Studies organized a cost benefit and labor policy analyses workshop themed “Gateway Towards Evidence-Based Policy Evaluation on 21-24 March 2017 at the iLEARN Conference Room, 5th Floor DOLE Building, Gen. Luna St, Intramuros, Manila.

The workshop’s objective is to impart technical skills and knowledge necessary in performing cost-benefit and labor policy analysis to the participants, through the assistance of a labor policy expert.

Dr. Dennis S. Mapa, Dean of the UP School of Statistics was the lecturer for the two-day seminar workshop on cost-benefit analysis while Atty. Benedicto Ernesto R. Bitonio, Jr. of UP Solair was the resource person for the labor policy analysis.

Targeted as a capacity-building activity, the members of the DOLE Inter-Agency Committee on Research and Statistical Matters (IAC-RSM) and the Technical Committee on Legislative Matters (TCLM) who are involved with labor and employment-related policies and programs of the department attended the four-day seminar/workshop.

Participants were introduced to cost-benefit concepts and labor policy analysis approaches and perspectives. They were also given working exercises to evaluate the costs and benefits of their respective programs and ascertain whether the benefits outweigh the costs, resulting to optimal resource allocation.

The labor policy analysis workshop, on the other hand, capacitated the participants to craft sound evidence-based policy options in support of the policies and decision-making processes of the Department. The exercise allowed the participants to anticipate the economic, social, and political impacts of legislative proposals.
