For 2018, the priority researches enrolled by the Institute for Labor Studies (ILS) are ones  that have direct impact to DOLE functions and operations, except for two researches on the Future of Work and HRD Plan for Green Jobs,. ILS will partner with bureaus and other DOLE agencies,” says ILS Acting Executive Director Ahmma Lobrin-Satumba.

The report was made during the first quarter meeting of the Department of Labor and Employment (DOLE) Inter-agency Committee on Research and Statistical Matters (IAC-RSM) held on 7 February 2017 at iLearn Conference Room, 5th Floor DOLE Bldg. Intramuros, Manila.

The fifteen researches are supportive of the following outcomes: 1) Enhancing Employability of Workers and Competitiveness of MSMEs (Factors Affecting Women’s Labor Force Participation Rate, Assessment of Bilateral Labor Agreements (BLAs), and Underemployment in the Philippines); 2) Ensuring the Protection of Workers’ Rights and Maintenance of Industrial Peace (Wage and Compensation Scheme of Fishers, Unemployment Insurance in the Philippines, Emerging Work Arrangement in Ecozones, Multi-employer Bargaining and Emerging Forms of Work Representations, Impact of Labor Education on Labor Law Compliance and Settlement Disputes,  What determines Gender Mainstreaming in Trade Unions); 3) Strengthening Social Protection for Vulnerable Workers (Study on the DOLE Integrated Livelihood Program; A Study on Migrant Workers Overseas Resource Center: Case of Al Khobar and Jeddah).

Also, in response to the most recent issues affecting labor and employment, four Issue Papers were committed by the ILS: a) Employment Impact of TRAIN Law on affected sectors (i.e. tobacco, sugar, transport); b) Job displacement (i.e. deployment ban, PUV modernization, firecrackers ban); c) Impact of Federalism on Labor and Employment; d) Policy Analysis on the Issuance of Work Permits for Children in the Theater Industry based on RA 9231 or the Act Providing for the Elimination of the Worst Forms of Child Labor and Affording Stronger Protection for the Working Child.
