BONN, GERMANY – The Department of Labor and Employment (DOLE), through its Institute for Labor Studies (ILS), joins the Philippine Delegation to the UN Climate Change negotiations held in Bonn, Germany from 16 to 26 June 2025. 

At the 62nd Session of the Subsidiary Bodies to the United Nations Framework Convention on Climate Change or SB62, the DOLE represented the Philippines on the issue of Just Transition and actively participated in the negotiations on the operationalization of the UAE Just Transition Work Programme (JTWP). The DOLE was represented by ILS Executive Director Jeanette T. Damo and Acting Chief Labor and Employment Officer Bernard Paul M. Mangulabnan.  

During negotiations, the Philippines emphasized the importance of workforce development, meaningful and effective social dialogue, the recognition of labor rights, social protection, and timely provision of means of implementation (i.e., climate finance, capacity building, and technology transfer) for a just transition. Despite differing views on the implementation arrangements of the JTWP, unilateral climate measures with trade impacts, and transitioning away from fossil fuels, Country Parties, including the Philippines, agreed to endorse an informal note and a conclusion note for further discussions in COP30 this November in Belem, Brazil.   

As COP30 approaches, DOLE will engage stakeholders through tripartite mechanisms to build a unified national position on Just Transition, ensuring that no worker or enterprise is left behind in the shift to a green economy.
